An MEA apostille is a special adhesive sticker pasted on personal or educational documents by India’s Ministry of External Affairs that makes a document valid in Hague Convention countries. Personal documents like marriage or birth certificates, as well as degrees and marksheets, need state verification first, and the MEA works through approved agencies. We handle the whole chain for you, so you don’t have to run between offices in different cities.

In this guide:

  • What an apostille is and when you need one
  • The steps and timing for educational documents
  • Where requests get stuck, and how we avoid it

You’ve been told your degree needs an apostille, and every website you open seems to say something different about cost and timing. This guide sorts out what’s actually needed for educational documents from India. It’s based on the Ministry of External Affairs’ own pages, checked recently in October 2026. Worldwide Transcripts has helped students and professionals with Indian university documents for 15+ years, so we see where these requests go wrong.

What is an MEA apostille?

India has been part of the Hague Apostille Convention since 2005. An apostille is one certificate that replaces the old chain of document attestations. Once your document carries it, any other member country can accept it without further legalisation.

MEA issues two kinds of stamps. Normal attestation is for countries outside the convention, and the apostille attestation is for member countries. If you’re unsure which applies to you, check your destination on the HCCH status table.

Do you actually need one?

Not always, and this is where people waste money. Apostilles are common for study, work, entrepreneur, and family visas in many countries. But credential evaluation bodies like WES and any other renowed evaluation bodies usually work from sealed transcripts sent by the university, not apostilled copies. Check the receiving body’s checklist before you start and pay for anything. If you’re heading toward an evaluation, our guide to what ECA means is a good place to start.

How the process really works

On paper, an apostille looks like a single step. For an educational document, it isn’t. MEA’s own guidance says original degrees and certificates must first be attested by the designated authority of the state or union territory that issued them. Only after that can MEA apostille them. MEA also doesn’t accept documents from individuals directly. Submissions go through its authorised channel partner agencies.

There is a digital route, e-Sanad, but it only covers documents that are available in a recognised digital repository, which is rare, and not all documents are available digitally. Many personal documents or university degrees, especially older ones, don’t qualify, so they still go the physical way: state verification, agency submission, then the MEA attestation stamp. That’s several offices, several queues, and a lot of waiting, which is why most applicants end up asking someone to run it for them.

Here is how it works with us:

Step 1: Visit the Worldwide Transcripts website.
Step 2: Fill in the enquiry form with your name, university, document type, and the country you need the apostille for.
Step 3: Share your documents and tell us where they’ll be used.
Step 4: Our team reviews the requirements and sends you a personalised quote.
Step 5: Pay online.
Step 6: We handle the state verification, the agency submission, and the MEA apostille. You follow each stage through live updates on our app.
Step 7: Your apostilled documents are delivered to you, wherever you are.

You can read more on our apostille of documents service page. If your destination doesn’t accept apostilles, we also handle embassy attestation and legalisation of educational documents.

If you would rather not run between state offices and agencies yourself, see how we handle MEA apostille for Indian documents.

What does it cost?

ItemWho chargesAmount
Apostille stickerMEAVariable

The real cost comes from the extra steps and the number of documents to be apostilled. Each document needs its own apostille, so a full set of marks-sheets, transcripts and a degree adds up.

How long does it take?

There’s no single honest number. MEA’s stamp is usually the quick part. Most of the wait is the state verification step, which depends on the state department and sometimes on how quickly your university or the issuing authority responds. Sites online quote anything from a couple of weeks to more than a month, mostly because they’re describing different states. We give you a realistic window for your university and state in your quote, rather than a generic figure.

Common mistakes that cause delays

  • Skipping the state step. Going straight to MEA with an Indian degree is the classic reason for rejection.
  • Wrong department. Educational documents go through the education or HRD route, not the home department.
  • Damaged documents. Laminated papers or visible corrections can be refused.
  • Name mismatches. The name on your marksheet, degree, and passport should match.
  • Missing records. If a marksheet or degree is lost, get a duplicate first. See our duplicate marksheet and degree certificate service.
  • Apostilling something you didn’t need to. Confirm the requirement before you start.

What we see at Worldwide Transcripts

Most stalled apostille requests have little to do with MEA. They stall at the State Department, or because a document needs fixing before anyone will stamp it. Older personal documents like old handwritten birth certificates or marriage certificates as well as legacy education documents like degrees are the hardest, since records can take a while to trace. We systematically work to ensure your documents dont still in their apostille attestation path. If you need transcripts as well, we can get hold of that document for you, whether as marksheet transcripts or e-transcripts. Studied at IGNOU, the University of Mumbai, or another university?
